The Department of Public Safety may prescribe and enforce safety regulations for the operation of commercial vehicles and require a periodic inspection of the equipment of every commercial vehicle from the standpoint of enforcement of safety regulations. Such equipment shall be at all times subject to inspection by properly authorized representatives of the Department of Public Safety.

All charges made by any commercial carrier for any service rendered or to be rendered in the public transportation of passengers or property, or in connection therewith, shall be just, reasonable, and nondiscriminatory, and every unjust, unreasonable or discriminatory charge for such service, or any part thereof, is prohibited and unlawful.

Every commercial vehicle shall be maintained in a safe and sanitary condition at all times and shall be at all times subject to inspection.

There shall be attached to each
commercial vehicle such distinctive markings or tags as shall be
prescribed by the Director.

Every individual,
partnership, company, or other business association operating a commercial vehicle
used primarily for the transport of passengers shall prominently
display, facing out from the inside of the front windshield, the word
"Taxi".

Passengers shall not be permitted to ride on the running boards, bumpers, fenders, or on any other outside part of passenger-carrying commercial vehicles; provided that the bed of any truck or pickup shall not be considered an outside part. The Director shall promulgate necessary rules and regulations to govern the maximum number of passengers allowable on each type of passenger-carrying commercial vehicle. The said rules and regulations shall be promulgated and take effect not later than

The Director shall promulgate such
other safety rules and regulations as he may deem necessary to govern and
control the operation of commercial vehicles upon the roadways and the
maintenance and inspection thereof.

Any owner, officer, agent or employee of any commercial carrier, and every other person who does any of the following, shall be guilty of a misdemeanor and punished as provided in Chapter 7 of this

This Chapter shall take effect 120
days after the effective date of this Act; provided that the Director may
receive applications for and issue commercial driver's license prior
thereto.
