     § 1051.  Application for Registration.
     Every owner of a motor vehicle operated on any highway of the State shall, before the same is so operated, apply to the office of the Director of  Public Safety for registration and obtain registration of the motor vehicle.  Application for registration of a vehicle shall be made on a form prescribed by the Department of Public Safety, be signed by the owner; contain his residence address; and contain a brief description of the vehicle to be registered, including the name of the manufacturer, the engine and serial number, and whether the vehicle is new or used.  The owner of any foreign vehicle shall exhibit such evidence as will satisfy the Director that  the applicant is the lawful owner of the vehicle.

     § 1052.  Registration and License Records.
 
     (a) (1)  The Director shall register each vehicle for which a proper application for registration is received, and shall file the registration of the vehicle therein described and the owner thereof as follows:

     (1) (a)  Numerically, under a distinctive registration number assigned to the vehicle and the owner thereof; and

     (2) (b)  Alphabetically, under the name of the owner.

     (b) (2)  All registration and license records in the office of the Director shall be public records and shall be open for inspection by the public during business hours.

     § 1053.  Transfer of Registration.
     An owner, upon transferring ownership of a vehicle to another person, shall endorse the name and address of the transferee and the date of transfer upon the reverse side of the registration card issued for such vehicle and shall immediately forward such card to the Director.  The transferee, before operating or permitting the operation of such vehicle upon a highway, shall apply for the transfer of the registration thereof as upon an original registration.  In the event of a transfer by inheritance, devise, bequest, execution, sale or repossession upon default of performance of an agreement of sale of a  registered vehicle, the registration thereof shall expire and said vehicle shall not be operated upon the highways until and unless the person entitled thereto shall apply for and obtain the registration therefor.  The fee for a transfer of registration shall be $25.00.

     § 1054.  Transferability of Plates.
     Upon a change in ownership of a vehicle pursuant to Section 203 1053 of this Code Title, the numbered license plate assigned to the transferred vehicle shall remain with the vehicle and the transferee  shall indicate this fact to the Director upon the transfer of  registration.

     § 1055.  Registration Fees.
 
     (a) (1)  There shall be paid to the office of the Director for the registration of motor vehicles the following fees:

     (1) (a)  moped, $7.00;

     (2) (b)  motorcycle, $12.00;

     (3) (c)  jeep, sedan, and other vehicles not specified in paragraph (4) of this Subsection, $25.00;

     (4) (d)  pickups, trucks, buses, and others not specified in the foregoing Subsections according to weight in pounds at the time of original sale in the State:

     (a) (i)  under 2,000 pounds or fraction thereof, $30.00;

     (b) (ii)  from 2,000 to 2,999 pounds or fraction thereof, $35.00;

     (c) (iii)  from 3,000 to 5,999 pounds or fraction thereof, $50.00;

     (d) (iv)  from 6,000 to 7,499 pounds or fraction thereof, $75.00;

     (v)  from 7,500 pounds and over, $100.00.

     (b) (2)  In addition to the registration fee, all applicants for a motor vehicle registration, who are not renewing a previously obtained registration or transferring a numbered license plate pursuant to Section 204 1054, shall tender to the office of the Director a fee of $45.00 for issuance of a numbered license plate, pursuant to Section 207 1057 of this Code Title.

     (c) (3)  All such fees collected under this Chapter herein shall be collected by the Director or his duly authorized representative and shall be deposited into the General Fund of the State of Chuuk.

     (d) (4)  All said registration fees collected under this Section shall be dedicated within the General Fund exclusively for the purposes of street or highway maintenance, including, but not limited to, road surfacing, repair, grading, drainage, official traffic sign installation, repair and replacement, and street and traffic light installation, repair and replacement; said monies to be appropriated according to law

     § 1056.  Registration Cards.
     The Director shall issue to the owner a registration card which shall contain upon the face thereof the date issued, the registration number, the name and address of the owner, and a description of the registered vehicle, including the engine number.  The registration card shall at all times, while the vehicle is being operated upon a highway, be carried in the vehicle.  Any change in the description of a registered vehicle or engine number thereof shall be reported to the Chief by the owner of the vehicle upon such change taking place, and a new registration card shall be issued to the owner containing said change upon payment of a fee of $10.00.

     § 1057.  Display of Plates.
     Every owner whose vehicle shall be registered shall display a numbered license plate assigned by the Director showing the registration number, year, and State.  Such plate shall be attached to the rear of said vehicle.  Until permanent plates can be issued to the owner, the director shall issue the owner, upon receipt of the license plate fee as provided in Section 205(b) 1055(2) a temporary numbered license certificate containing the same information specified in this section, to be affixed to the inside rear or side window until permanent plates are issued.

     § 1058.  Expiration and Renewal of Registration.
     Every vehicle registration shall expire on the last day of the month one year from the date of issuance, and shall be renewed annually upon application by the owner and by payment of the fees required.

     § 1059.  Failure to display plate or possess registration card; lending plate or card; fraud in application.
     Except for motorized farm vehicles, which for purposes of this Section shall mean a tractor, combine harvester, or similar vehicle which is being used for agricultural rather than for road purposes, it shall be unlawful and constitute a misdemeanor for any person to:

     (a) (1)  Operate upon a highway any motor vehicle which is not registered in the State or which does not have attached thereto the State numbered license plate;

     (b) (2)  Display or to have in possession any registration card, number plate or operator's license, knowing the same to be fictitious or to have been canceled, revoked, suspended or altered;

     (c) (3)  Lend to one not entitled thereto any registration card or number plate or operator's license; or

     (d) (4)  Knowingly use any false or fictitious information in any application for an operator's license, learner's permit, or vehicle registration.

     § 1060.  Government Vehicles.
     The registration requirements of this Chapter apply to every vehicle owned by the Chuuk State Government, except in the following particulars:

     (a) (1)  A license plate issued for any vehicle while publicly owned need not display the year number for which it is issued, but shall display a distinguishing symbol, word or letter.

     (b) (2)  The registration and registration card issued for any such vehicle need not be renewed annually but remains valid until the certificate of ownership for the vehicle is suspended, revoked or canceled by the Director for cause or upon transfer of any interest in the certificate of ownership.  Upon any change in ownership, the vehicle shall be re-registered pursuant to the provisions of this Chapter relating to any vehicle privately owned and the special license plates previously issued for the vehicle while publicly owned shall be surrendered to the office of the Director.

     (c) (3)  The Director may suspend, cancel, revoke or renew any permanent registration made under this Section when the Director determines that it is advisable to do so and reissue any such registration under the same terms.
