It is the finding of the Legislature that consumers are at disadvantage or at total loss when importers of vehicles, outboard engines, or generators do not have spare parts available in the State of Chuuk. It is the further finding of the Legislature that in most cases consumers are forced to abandon or sell off at a loss a newly purchased vehicle, generator, or outboard engine due to the fact that no spare parts are available for sale within the State.
