     § 1601.  Creation.
     There is hereby created a Truk District Chuuk State Recreation Board which shall establish and publish initial operating procedures within six months following July 14, 1970, the effective date of this Chapter, and supplementary procedures from time to time as the Board deems appropriate.

     § 1602.  Members of the Board.
     The Board shall consist of five members, each member to represent each of the five congressional election districts within the State.  The Governor shall submit his nominations, one from each of the five congressional election districts, to the Legislature for advice and consent.  The Recreation Board shall elect a Chairman, Vice-Chairman and a Secretary from among its members during its first meeting, to be called by the Governor.  A quorum of all special and regular meetings of the Board shall be three (3) members present.

     § 1603.  Term of office.
     The terms of office of the appointees shall be three years.  Five appointees shall be residents of lagoon municipalities, two appointees shall be residents of the Mortlock Islands, and two appointees shall be residents of the Western, Hall, and  Nomunwito Islands.  Appointments of members shall be made within 30 thirty days of the effective date of this Chapter, July 14, 1970.

     § 1604.  Removal for cause.
     All members shall be subject to removal for cause by the District Administrator Governor, subject to the concurrence of the President and Speaker of the Chuuk State Legislature.  Any member so removed shall have the right of appeal to the Truk District Chuuk State Legislature.  The District Administrator Governor shall appoint members to fill all vacancies.

     § 1605.  Meetings.
     Notwithstanding any provisions of Sections 151-154, Chapter 7, Title 5 Chapter 3 of this Code Title, the Recreation Board shall conduct one regular meeting each month, and no more than 15 fifteen total meetings each year.  Written notice stating the time and place of each regular meeting shall be dispatched one week prior to the date of the monthly meeting by the Secretary.  Absence from more than three meetings in succession or three meetings during the year shall constitute "cause" under Section 1604 of this Chapter.

     § 1606.  Duties and responsibilities.
     It shall be the primary responsibility of the Board to ensure the progressive improvement in the status and development of the recreational activities in the Truk District Chuuk State, and to manage and coordinate activities of the District State Director of Recreation and other employees, who shall be answerable to the Board.

     § 1607.  Recreation fund.

     (1)  There is hereby established the Truk District Chuuk State Recreation Fund.  The Truk District Chuuk State Legislature is hereby authorized to appropriate out of the General Fund of the Truk District Legislature Chuuk State, not otherwise appropriated, such sums as it deems desirable, for the purpose of funding the Truk District Chuuk State Recreation Fund.

     (2)  The management and administration of the fund shall be the responsibility of the Recreation Board.  The fund shall be used to fulfill the following purposes:

     (a)  compensation of the Director of Recreation and other employees;

     (b)  payment of five dollars each per day for those members who work on Charter Day, Congress of Micronesia Day and United Nations Day;

     (c)  prizes for games and sporting events;

     (d)  inter-island traveling expenses of the Recreation Director and employees and miscellaneous expenses in the development of other recreation activities;

     (e)  inter-island transportation for athletes participating in organized Recreation Board activities; and

     (f)  equipment, supplies, and other costs incurred in carrying out the purposes of this Chapter.

     § 1608.  Reports of Board.
     The Board is hereby required to submit reports to the Truk District Chuuk State Legislature during each session.

     § 1609.  Reversion of funds.
     Any funds unspent or unobligated under this Chapter shall revert to the General Fund of the Legislature State at the end of the fiscal year.

     § 1610.  Director of Recreation; Establishment of position.
     There is hereby established the position of Truk District Chuuk State Director of Recreation.

     § 1611.  Director; Functions.
     The Truk District Chuuk State Director of Recreation is hereby charged with the following responsibilities:

     (1)  To develop and coordinate a comprehensive recreation program for all municipalities within the Truk District Chuuk State.

     (2)  To render assistance to all municipalities in the establishment of local island recreational programs;

     (3)  To train recreational leaders within the Truk District Chuuk State;

     (4)  To coordinate all District State-wide recreation programs;
 
     (5)  To assume general supervision of all recreational facilities and equipment within the Truk District Chuuk State; and

     (6)  To perform such other functions as may reasonably appertain to his office.

     § 1612.  Director; Selection.
     The Truk District Chuuk State Officer Director of Personnel is hereby empowered to establish qualifications necessary to hold the position of Director of Recreation and to make public announcements of a position vacancy.  The Truk District Chuuk State Board of Recreation is to submit a list of required qualifications to assist the Personnel Officer Director.

     § 1613.  Director; Compensation.
     The Truk District Chuuk State Director of Recreation is to be compensated at a rate equivalent to B-8-1 , in accordance with the provisions of the Micronesian Title and Pay Plan in accordance with the compensation rules of the Chuuk State Public Service System.  The Director shall be eligible for benefits equivalent to those provided to other State employees through the Micronesian Title and Pay Plan Chuuk State Public Service System.
