The Board shall consist of five members, each member to represent each of the five congressional election districts within the State. The Governor shall submit his nominations, one from each of the five congressional election districts, to the Legislature for advice and consent. The Recreation Board shall elect a Chairman, Vice-Chairman and a Secretary from among its members during its first meeting, to be called by the Governor. The terms of office of the appointees shall be three years. Five appointees shall be residents of lagoon municipalities, two appointees shall be residents of the Mortlock Islands, and two appointees shall be residents of the Western, Hall, and Nomunwito Islands. It shall be the primary responsibility of the Board to ensure the progressive improvement in the status and development of the recreational activities in

(2) The management and administration of the fund shall be the responsibility of the Recreation Board. The fund shall be used to fulfill the following purposes:
(a) compensation of the Director of Recreation and other employees;
(b) payment of five dollars each per day for those members who work on Charter Day
(c) prizes for games and sporting events;
(d) inter-island traveling expenses of the Recreation Director and employees and miscellaneous expenses in the development of other recreation activities;
(e) inter-island transportation for athletes participating in organized Recreation Board activities; and
(f) equipment, supplies, and other costs incurred in carrying out the purposes of this Chapter.
