The sum of three thousand dollars is hereby appropriated out of the General

There is hereby established a Public Market Board which shall be charged with the following responsibilities:
(1) To organize and supervise the design, construction and equipping of the Public Market;
(2) To supervise all aspects of the operation of the Public Market including, but not limited to, establishing rules and regulations and hours of operation, determining fees for use of the Public Market, and hiring necessary employees; and
(3) To submit an annual report on the operations of the Public Market which shall include a breakdown of the income and expenses of the Public Market Board. This report shall be submitted to the

The Public Market Board shall consist of five members. Three members shall be appointed by the President and Speaker of the

The Public Market Board shall adopt
whatever rules of procedure it deems necessary and shall annually elect a
Chairman and Secretary.
