The sum of three thousand dollars is hereby appropriated out of the General revenues Fund of the Truk District Legislature Chuuk State, not otherwise appropriated, for the purpose of constructing and operating a Public Market on Moen Island. Additional funds are authorized to be appropriated when necessary.

There is hereby established a Public Market Board which shall be charged with the following responsibilities:
(1) To organize and supervise the design, construction and equipping of the Public Market;
(2) To supervise all aspects of the operation of the Public Market including, but not limited to, establishing rules and regulations and hours of operation, determining fees for use of the Public Market, and hiring necessary employees; and
(3) To submit an annual report on the operations of the Public Market which shall include a breakdown of the income and expenses of the Public Market Board. This report shall be submitted to the August Regular Session of the Truk District Chuuk State Legislature and to the District Administrator Governor.

The Public Market Board shall consist of five members. Three members shall be appointed by the President and Speaker of the Truk District Chuuk State Legislature; initially, one of these members shall serve a term of three years, one appointee a term of two years, and one appointee a term of one year. Two members shall be appointed by the District Administrator Governor; initially, one of these appointees shall serve a term of three years, and the other shall serve a term of two years. Thereafter, each person appointed to the board shall serve a term of three years. Appointments shall be made by the District Administrator Governor or the President and Speaker of Truk District Chuuk State Legislature to fill unexpired terms of their respective appointees. Members may be appointed to succeed themselves. The membership shall include, but not be limited to, citizens of the Trust Territory Federated States of Micronesia. The District State
Agriculturist shall sit as an Advisor to the Public Market
Board.

The Public Market Board shall adopt
whatever rules of procedure it deems necessary and shall annually elect a
Chairman and Secretary.
