Representation Fund.
There is hereby created a Representation Fund for the use of the members of the Chuuk State Legislature, as provided in this Act Chapter.

The purpose, and allowed uses for of the Fund is for member assistance to constituents' legitimate emergency emergencies, educational, and civic needs not met by other appropriations. Furthermore, it is recognized that in Chuukese culture, leaders have responsibilities to their people; that members' traditional, personal contact with their constituents allows for a close familiarity with constituent problems and needs; and that traditionally a Chuukese leader has obligations to give tribute to community meetings within his jurisdiction. Towards this end, existing Chuukese custom and tradition regarding obligations of leadership, as recognized by Article IV of the Chuuk State Constitution, are to be respected by this act Chapter. Nothing in this Act Chapter is to be construed as a restraint upon this traditional custom of leadership, including but not limited to, emergency financial assistance for food, shelter, weddings, and funerals.

§ 1083. Application for;
Reimbursement from.
(a) (1) Representation Fund monies shall remain in the General Fund until a member demonstrates entitlement to reimbursement, as provided in this Section.
(b) (2) Any member seeking payment or reimbursement from the Representation Fund, including payment for goods or services purchased on personal credit, must submit receipts and documentation which demonstrates that the expenditure qualifies for payment or reimbursement from the Representation Fund.
(c) (3) No member shall request or receive payment or reimbursement for expenditures in excess of that amount appropriated to that member as a Representation Fund for the fiscal year.
(d) (4) Each member shall keep records and documentation of any and all Representation Fund uses, expenditures, and reimbursements during each fiscal year, which shall include the justification for payment or reimbursement from the Representation Fund.

If any provision of this Act Chapter, or the application thereof to any person or circumstance is held invalid, the invalidity does not effect the other provisions or applications of the Act Chapter which can be given effect without the invalid provision or application, and to this end, the provisions of this Act Chapter are severable.
